The A-360 regulation mandates that every NYC public school must have an SLT and that this team must develop its own set of bylaws to ensure collaborative decision-making.
 
 
  • Mandatory Composition: The bylaws must specify the team's membership, which typically includes the principal, the UFT Chapter Leader, the PA/PTA President (or their designees), and an equal number of parents and staff members.
  • Comprehensive Educational Plan (CEP): A core responsibility defined in these bylaws is the development of the school's CEP and ensuring that the school's budget is aligned with that plan.
  • Consensus-Based Decision Making: A-360 requires SLTs to operate on a consensus model for all decisions, rather than a simple majority vote. The bylaws must outline the specific process for reaching this consensus.
  • Meeting Requirements: The bylaws must establish a schedule of at least one meeting per month during the school year, held at a time convenient for parent members.
